Affordable Housing Solutions for Southeastern Utah

By Jeff, CAS INCThe Southeastern Utah Economic Development District (SEUEDD) recently completed its Comprehensive Economic Development Strategy (CEDS) for Southeastern Utah. The SEUEDD represents the counties of Carbon, Emery, Grand and San Juan. The CEDS report for 2019-2023 accurately states that there are several vacant homes in these four counties. However, this can be good news for all when considering the urgent need for affordable housing.Rehabilitating this inventory of residential properties to provide lower priced housing will create jobs, diversify the economy, increase property values and improve the appearance of the community. But, most importantly, it will exponentially improve the quality of life in rural Utah.CAS INC worked closely with Marilyn Vogrinec, SEUALG, USDA and RCAC, during 2011-2017 in developing the “Self-Help Housing Rehab Program” to provide affordable housing. This hybrid program included construction training and oversight to homeowners rehabilitating their homes. We restored 16 vacant homes using owner participation to create “sweat-equity.” This program not only works, but was duplicated by other state and national agencies; however, increased and diverse funding is still needed.CAS INC is working with private lenders to create affordable housing using vacant homes. This is in support of the Comprehensive Economic Development Strategy for SE Utah, which CAS INC contributed to. Local lending institutions who develop financing programs in support of this diverse approach can strengthen their community and portfolio by improving lending ratios and reducing consumer debt.CAS INC has already purchased and restored several vacant properties in Carbon County. All aspects of construction are completed under the oversight of a 35-year licensed, bonded and insured general contractor. Permits are purchased to ensure that the homes are not only functional and attractive, but also inspected for safety.CAS INC provides a full range of construction services to support your home improvement needs.
